The determination logs are stored using the standard SAP logging functionality.  The log headers are in table BALHDR, but I can't immediately find the linked messages.  You might be able to debug Transaction SLG1 to find the right table(s).

For Licence determination, the relevant object would be /SAPSLL/LCLIC, sub-object /SAPSLL/LCLIC_DET.
