More than likely, this will turn out to be a permissions issue. The report engine uses temp files extensively and thus needs at least read / write permissions to the temp folder (usually %temp%, or what ever the process / exe would normally use).
A good and easy way to determine what is actually going on with the loading of the reports is to use Process Monitor. Filter for the process name, then look at the logs to see what is happening on load of the report.
